Arc uses its facilities and manpower to work in cooperation with other national institutions to:
-attain higher rates of agricultural intensification and production to realize national strategies aimed at narrowing the food gap;
-face future technological challenges by introducing as well as generating, appropriate new agro-technologies, through the development of research and extension programs;
-improve facilities and increase capacities of its existing research institutes and upgrade staff capabilities;
-Promote and coordinate cooperation with national, regional and international agricultural institutions and organizations.

Constitutional Framework
ARC is governed by a board of directors chaired by the Minister of Agriculture. It is composed of director, three deputy directors for research, extension and production, heads of the various ARC research institutes, as well as invited members from the universities, directors of the DCR, WCR and NCR and representatives from the private sector.
The center maintains 16 research institutes and 6 central laboratories as follows:
-Agricultural Economics Research Institute (AERI);
-Agricultural Engineering Research Institute (AENRI);
-Agricultural Extension and Rural Development Research institute (AERDRI);
-Agricultural Genetic Engineering Development Research institute (AGERI);
-Animal Health Research Institute (AHRI);
- Animal Production Research Institute (APRI);
-Animal Reproduction Research Institute (ARRI);
-Cotton Research Institute (CRI);
-Field Crops Research Institute (FCRI);
-Food Technology Research Institute (FTRI);
-Horticulture Research Institute (HRI);
-Plant Pathology Research Institute (PPRI);
-Plant Protection Research Institute (PPRI);
-Soil and Water Research Institute (SWRI);
-Sugar Crops Research Institute (SCRI);
-Veterinary Serum and Vaccine Research Institute (VSVRI);
-Central Laboratory for Agricultural Expert System (CLAES);
-Central Agricultural Pesticides Laboratory (CAPL);
-Central Laboratory for Aquaculture Research (CLAR);
-Central Laboratory for Food and Feed (CLFF);
-Central Laboratory for Food Design and Statistical Analysis Research (CLFDSAR);
