The Authority in attaining its purposes has the following responsibilities:
Conduct researches and studies in public sector units with the aim of identifying their nature of work and the manpower in charge of operating such units in order to provide them with the services and recommendations necessary for increasing their performance efficiency.
Encourage public and private sector units to make use of the services offered by the Authority.
Promote culture and technical know-how knowledge about the automatic data processing and the range of benefits to be realizedProvide acceptable suggestions to induce implementation of applications through computer
Set priorities to implement various applications through computer in accordance with the policy set by the country in this regard giving priority to implement Planning Ministry’s applications.
Establish a data bank necessary for the study of national economy and provide it with on line information in order to put before decision makers in various public sector units as much as possible information and provide immediate answers to their queries, demands and explanations.
Provide the latest state-of-the art technology for automatic data processing in order to develop government administration systems and practices and increase their performance efficiency.
Set systems and present suggestions for assisting in the exchange of information and programmes between computer’s systems installed in public sector units.
Achieve savings and economical benefits as a result of adoption and usage of computers, which would be reflected in increasing work efficiency and savings in use of financial and human resources.
Follow up and keep track record of swift innovative developments in computer science.
Establish a scientific library including specialized books, references and periodicals in computer science and associated knowledge to be of use for researchers and working staff.
Provide accessories for the main computer including microfilms setting systems necessary for taking photos of the out put data of the main computer.
Promote and foster scientific ties with computer centers inside and outside the country and international organizations as well
Send scholars for study and training abroad with the aim of qualifying national cadres in advanced computer techniques.
Constitutional Framework
The General Information Authority has been constituted by the Federal Law No. (3) of 1982, amended thereof by the Federal Law No. (12) of 1988 and the Federal Law No. (5) of 1991.
It is a judicial person affiliated to the Minister of Planning and having an independent budget and the required legal eligibility.
Mode of Finance
The Authority has an independent budget issued by law and connected to the government’s budget and prepared in the same orderliness including all anticipated revenues and expenses in the specified fiscal year.
It is admissible to transfer from one item to another within the same chapter in the budget on approval of the chairman of the board of directors and it is also admissible to over exceed any of the allocated expenses chapters if it is being offset by a surplus in another appropriated chapter of the budget subject to a decision by the board of directors.
Authority annual revenue are as follows:
Funds appropriated for the Authority in the country’s public budget,
Grants, assistance, endowments and donations accepted by the board of directors,
Revenues attained by the Authority against services rendered to parties other than public sector units.
The financial regulations organize provisions concerning fixing of charges for services offered by the Authority and means for their collection.
