The precursor of the Ministry of Planning (the Central Planning Organization) implemented the Kingdom′s first Five Year Plan (1970 - 1975).
The Ministry of Planning′s functions are to:
1-Prepare a periodic economic report on the Kingdom, featuring analysis of the economy, progress made and likely developments.
2-Prepare five years development plans.
3-Estimate the magnitude of financial resources required for the implementation of the development plans approved by the Council of Ministers. These estimates form the basis for preparing the general state budget.
4-Conduct economic studies where required and submit the findings.
5-Collect, analyze and publish statistical data in economic, social and population fields; carry out various statistical research required since the Central Department of Statistics (CDS) is the sole source of statistical data in the Kingdom.
6-Assist other government agencies in planning and statistical matters.
7-Furnish technical advice as mandated by the King and prepare and supervise implementation of the general population and houses census in the Kingdom.
8-Compile and analyze the statistical data received from other government agencies to utilize such data in the production of various statistical bulletins.
History
The Kingdom′s development has been overseen by a series of Five Year Plans undertaken by the Ministry of Planning.
First Development Plan: 1970 - 1975
Second Development Plan: 1975 - 1980
Third Development Plan: 1980 - 1985
Fourth Development Plan: 1985 - 1990
Fifth Development Plan: 1990 - 1995
Sixth Development Plan: 1995 - 2000
The Seventh Development Plan will run from 2000 - 2005.
Constitutional Framework
The Five-Year plans that the Ministry of Planning draws up has have to be approved by the Council of Ministres.
In the course of determining the estimates of financial resources needed for the implementation of the Five-Year plans, the Ministry of Planning maintains continuous contact with the Ministry of Finance and National Economy, for consultation and exchange of information in order to achieve full coordination between the requirements of the general development plans and the available financial resources.
