PECDAR is an abbreviation of the Palestinian Economic Council for Development and Reconstruction. It was established by the Palestine Liberation Organization (PLO) in 1993 in full cooperation and coordination with the donor committee to Palestine to support the peace process.
The bylaws of PECDAR were approved by the PLO on Oct. 1993 and in the same year; PECDAR′s mandate was endorsed by the General Meeting of the donors which was held in Washington under the chairmanship of Secretary of State and the World Bank.
