- To draw up basic policies of VTC
- To approve VTC plans and programms
- To study the needs of vocational training for different levels .
- To decide common basis of Vocational training levels
- To decide common basis for required instructions to implement VTC tasks
- To prepare required project systems , and agree on project budget to be submitted for Prime Ministers Council for approving
