The Supreme Council has the following competences:
It is entrusted with the formulation of the general policy of al Azhar to achieve the main strategy for Islamic culture, Arabic language & thought and global width spread.
It draws the teaching policy in al-Azhar′s University and Colleges suggest the establishment of new faculties & Institutes.
Proposes and Examines the budget.
Operates Waqf donations
Examins laws and decrees from president of republic in relation with al-Azhar.
Manages al-Azhar goods by developing there productivity to administration expenses and to width spread of islam.
History
It is under the thirtieth Shaykh al-Azhar Muhammad ′Abd al-Ahmad al-Zawahiri(1929 – 1944) that was created the Supreme Council of al-Azhar in 1930. That same year al-Azhar was subject of an internal structural reform creating new specialized faculties.

Mode of Election
The Council is formed by the following functions:
Head of Supreme Council Grand Imam, Sheikh al-Azhar
Deputy of al-Azhar
President of Azhar University
Directors & Deans of the University Faculties
Four members of the Academy of Islamic Researches, designated for two years by decree of the President of the Republic after Sheikh al-Azhar′s proposition.
Secretary of State or Under secretary of state of the following ministries Waqf-s – Education – Justice –Treasury. They are designated by decree of the Minister from the ministry they represent
Director of Culture & Muslim Foreign Missions
Director of al-Azhar Institutes
Not more than three members among experts in University education & related general affairs designated for two years
